The following information comprises the agenda for the regular meeting of the Banning City Council, a joint meeting of the City Council and Banning Utility Authority, and the Banning City Council sitting in its capacity as the Banning Successor Agency Board.
Per City Council Resolution 2016-44, matters taken up by the Council before 10 p.m. may be concluded, but no new matters shall be taken up except upon a unanimous vote of the council members present and voting. Such an extension shall only be valid for one hour and each hour thereafter shall require a renewed action for the meeting to continue.

Consideration of the Appointment of Two Council Members to the Community Development Block Grant (CDBG) Ad-Hoc Committee for FY 2025/2026

Recommendation:

Staff recommends the City Council appoint a committee at the September 24, 2024, meeting, consisting of two members from the City Council and the Economic Development Manager, to review and recommend FY 2025/2026 Community Development Block Grant ("CDBG") program applications.

Recommendation:

Staff recommends that City Council accepts an easement from Tri Pointe Homes for electric utility purposes for Tract Map No. 37388-3, Lots 12, 18, and 24 within the Atwell Development for the maintenance of the City-owned electric distribution system.

Consideration of Resolution 2024-152, Approving a Professional Services Agreement with Finley Engineering Company, Inc. for the Electric System Master Plan in the Amount of $125,000

 
Recommendation:

Adopt Resolution 2024-152.

Consideration of Resolution 2024-153, Authorizing the Funding of a New Full-Time Fire Permit Specialist Position and Directing Staff to Prepare for Future Council Review a Second Amendment to the Cooperative Agreement with Riverside County to Provide Fire Protection, Fire Prevention, Rescue and Medical Emergency Services for the City of Banning

Consideration of Resolution 2024-154, Making an Environmental Determination of Exemption under CEQA Guidelines Section 15162 (Subsequent EIRs and Negative Declarations) and Approving A 12-Month Extension of Time for Tentative Tract Map 36710 and Variance 19-3001, a Proposal to Subdivide 10.6 Acres of Land Into 39 Single Family Residential Lots and Three Lettered Lots and a Variance to Allow a Reduced Lot Size and Dimension for Lot 7 Located on the Northeast Corner of East Wilson Street and North Florida Street (APNs: 534-183-014, 534-200-004, 534-200-008, and 534-200-047) within the Low Density Residential Zoning District
